Bối cảnh phim diễn ra tại Tokyo năm 1969. Trái đất đang bị tấn công bởi những kẻ xâm lược (Invader).. Tuy nhiên công chúng lại không hề biết điều này. Để chống lại những cuộc tấn công của Invader, một tổ chức bí mật là A.E.G.I.S đã được thành lập.
Reki, một nam sinh cao trung năm hai yêu thích lướt ván và bị cuốn vào “S”, một cuộc đua trượt ván ngầm và nguy hiểm ở một khu mỏ bỏ hoang không có luật lệ. Ranga, người trở về Nhật Bản từ Canada và chưa bao giờ lướt ván trước đây cũng đã bị cuốn vào cuộc chơi “S” cùng với Reki.
